Evaluation follow-up

Based on each evaluation, the Evaluation Department makes recommendations for how the work should be followed up. The responsible ministry decides how the recommendations are taken forward.

Once an evaluation report is finalized, the Evaluation Department drafts a memorandum addressed to the management (Ministerial Councillor) of either the Ministry of Foreign Affairs or the Ministry of Climate and Environment, depending on which ministry oversees the assistance under review.

This memorandum outlines the department’s assessments and recommendations, with a particular focus on any evaluation findings that may suggest strategic changes to Norwegian development policy or have budgetary implications. The memorandum is submitted to the relevant ministry alongside the evaluation report.

Based on this memorandum, the ministry responsible determines whether decisions or follow-up plans are necessary, including any potential publication of these actions.

The follow-up procedures are described under instructions for the evaluation of Norwegian development cooperation.

In addition, the department works to provide information to the public by publishing evaluation reports, preparing news releases, and communicating evaluation findings in an appropriate manner to stakeholders and the general public. They also publish annual reports on the evaluation of work.

The Evaluation Department’s submission notes, as well as follow-up plans from the ministries where such have been decided, are available together with the publication here.
