Evaluation Program

As part of the development of the Multi-Year Evaluation Program, the Independent Evaluation Department is organising participatory consultations with stakeholders.

As an independent body, our mandate is to evaluate Norwegian development cooperation and provide credible, evidence-based insights that support learning, accountability, and informed policy decisions.

We do not evaluate individual projects, but focus on programmes, themes, strategies, and modalities that have wider relevance. The consultations will provide an opportunity to share your perspectives on key themes, challenges, and opportunities in development cooperation where global or system’s level evaluations can contribute to learning, accountability, and strategic improvement.

During the consultations, we will also introduce ways in which stakeholders can engage their global partners in the process. These insights will help us to develop a program that is informed by those closest to implementation and grounded in the most pressing needs and priorities.

The consultation will be held under Chatham House rules to help ensure an environment for free and open discussion and sharing of views.

We invite you to contribute to the development of the Multi-Year Evaluation Programme by filling out this form by 23 September

The Independent Evaluation Department of Norwegian Development Cooperation will host consultations to gather input from academia, researchers, and experts on Norwegian development cooperation. The consultations will be held in Oslo on 9 September 2025 and in Bergen on 18 September 2025, and form part of the process to develop the upcoming Multi-Year Evaluation Programme. The programme seeks to deliver high-quality, relevant, and credible evaluations that strengthen learning, accountability, and evidence-based policy in a rapidly changing global context.

The consultations will examine how global shifts are reshaping development cooperation, identify areas where deeper insight and analysis can have the greatest impact, and explore how knowledge, research, and expertise can more effectively inform decision-making.

For more information on the consultations, please contact evaluation@norec.no. The consultations for the Multi-Year Evaluation Programme are open to all. You can share your input by participating in our online global survey:
